Leigh Chapman is a Certified Floodplain Manager and specializes in flood hazard mitigation and development services. Ms. Chapman has sixteen years of experience in supporting hazard and risk management at the Federal, state and local government levels through problem identification, alternatives formulation, and plan implementation. She has served as a floodplain management and economic consultant in seven Districts of the U.S. Army Corps of Engineers, worked as a Technical Writer on the FEMA Technical Evaluation Contract for the National Flood Insurance Program (NFIP) and served as an assistant to the State NFIP Coordinators in South Carolina and Maryland. With the American Institutes for Research, she co-authored the FEMA publication State Roles and Responsibilities in the National Flood Insurance Program, prepared as part of the 2001-2006 Evaluation of the National Flood Insurance Program.  She provides specialized hazard mitigation planning services to local governments, and assists communities with applications to the NFIP’s Community Rating System.  

Ms. Chapman has a BA in Economics and History from the University of Virginia, and received her MS in Geography from the University of South Carolina.
