After earning her Master of Science degree in biology education from Old Dominion University, Deborah worked as a science teacher for several years before launching a career in environmental science with the Norfolk District of the Corps of Engineers’ Regulatory Branch as a one year term field scientist enforcing the Federal Clean Water Act and the Federal River and Harbor Act for the Corps. She worked with ATEC Environmental Consultants from 1989 to 1991 as an environmental scientist, performing wetland delineations and Phase I environmental site assessments, doing groundwater characterizations and completing NEPA documents.

Deborah was a field scientist with the Virginia Department of Transportation for nine years, managing Section 10, 401 and 404 permit acquisition, wetland mitigation site design and NEPA documents. She went to work for the Army Corps of Engineers Planning and Policy Branch from 2002 to 2006 writing NEPA documents and obtaining Section 10, 401 and 404 permits for civil works projects involving beach restoration, river and harbor improvement and ecosystem enhancement projects.

As Co-Director of REMSA’s Environmental Services Division, Deborah brings these nineteen years of experience in Virginia and North Carolina to work for our clients.
